Same rule as above: once a rule achieves separation, we revert to step 1 with the remaining teams. Also, once the single best team (or multiple, if we reach step 4) is determined, the next team from that conference is brought in and we revert to step 1.
Ties here add one more step to break a tie: a random draw. This is both for any seeded position and for deciding whether one tied team qualifies for the playoffs while another does not.
